Please note that it can take 5 to 7 days for a mailed payment to be received by the Clear Lake City Water Authority.

Yes, Payments can be made in person at the office at 900 Bay Area Blvd, during office hours Monday – Friday, 8:00 a.m. to 4:30 p.m. (credit/debit card payments(fees will apply), checks*, cashier’s checks, money orders, and cash are accepted).
*Post-Dated Checks: Please note that the CLCWA does not hold checks and will deposit all checks in the order received. If the check is not honored by the bank, you will be charged the return check fee. If payment is not received before the delinquency date penalties and interest may apply.

Statements are mailed out starting in October of each year. Taxes can be paid at anytime from that period forward. Taxes become delinquent if not paid before February 1st and an additional fee may apply.

If you need to receive an electronic copy of your statement, please sign up for electronic statements online or visit our website to print/download your statement. A hard copy can be provided in person at the CLCWA office.

Tax statements are printed and mailed to property owners who pay their own taxes, mortgage companies, and tax service providers. Homeowners with an escrow account who receive a statement should send the statement to their mortgage company and include their loan number.
Supplemental Statement: (Type of statement is indicated on the top right of statement)
A supplemental statement is issued due to owner ship changes, or a change in the taxable value. For example protesting property values, adding/removing exemptions.

The CLCWA can not process applications. Applications for exemptions must be done through the appraisal district (HCAD (713)957-7800)

One of the main reasons this occurs is if a resident is using their online bill pay account that was originally setup to pay the water bill. So the payment is sent to the CLCWA with the Water Account # referenced, not the Tax Account #.

This is a general description of the standard process to provide an overall understanding. It is not an exact representation of your direct circumstance.
The title company may send the required documentation to the County Clerk's office and/or Harris Central Appraisal District (HCAD) for processing.
HCAD receives property transaction reports for deeds filed at the County Clerk's office.
We recommend contacting the title company first and then HCAD to confirm that the needed paperwork was sent/received for finalizing the ownership change.

If you have verified that an HCAD account for the business or business vehicle does not exist
by searching the records at www.hcad.org, you may contact the Harris Central Appraisal District (HCAD) by email at help@hcad.org to provide this information.

If the business no longer owns any assets, report this to the Harris Central Appraisal District (HCAD) by indicating the change in Part 2 of the yearly rendition form by checking the box next to “Business Owned No Assets as of Jan 1”.
