Your water and sewer rates are increasing effective November 1, 2022. Over the past 9 years, while keeping your water and sewer rates unchanged, extensive work has gone into balancing the current and future needs of the residents serviced by the Clear Lake City Water Authority (CLCWA). CLCWA holds our responsibility very seriously to economically and appropriately protect the quality and supply of clean water, ensure adequate sewer services, and provide drainage and flood protection and improvements.

Key points taken into consideration for a rate increase included:

  • Economic impacts of inflation.
  • New regulatory requirements.
  • Maintaining a balanced and transparent budget.
  • Critical upgrades of the Wastewater Treatment Plant.
  • Supply chain issues leading to increasing costs.
  • Personnel and insurance cost increases.
  • Minimizing the size and frequency of rate increases.
  • Long-term goal of rebuilding depleted reserve funds.

CLCWA has held the current rate structure with no cost increases since 2013. We strive to provide the best value to all residents. The current rate structure can no longer sustain the rising costs and needs of the area.

After the CLCWA Board of Directors carefully considered the current and future needs of the area, a 45% water and sewer rate increase will be implemented on November 1, 2022. This increase amounts to about an additional $15 per bill increase for an average CLCWA 10,000 gallon user.

We have compared CLCWA’s new rates to those of surrounding cities and CLCWA remains the lowest. This would set CLCWA at an average 10,000-gallon usage rate of about $55.10 compared to the City of Houston set at $191.66.

Our goal is to provide the best service possible with the lowest financial impact to customers.

Clear Lake City Water Authority approved sustaining the current Tax Rate into the upcoming Tax Year!

Clear Lake City Water Authority’s (CLCWA) taxable property is under the jurisdiction of Harris County Appraisal District (Appraisal District). Property taxes are based on the January 1st market value of your property as determined by the Appraisal District.

CLCWA Tax Rate for debt service per $100 of taxable value:

  • CLCWA $0.21

Maintenance Tax:

  • CLCWA $0.05

The total tax rate for 2022 is $0.26.
